Lawyer from the Central University, Doctor of Law from the Complutense University of Madrid, Spain; Master's degree in Management and Public Policy from the Adolfo Ibáñez University and Master's degree in Administrative Law from the Pontificia Universidad Católica de Valparaíso. In addition, he has a postgraduate degree in Law and Contemporary Politics at the University of Lleida, Spain. In November 2022 he received an Honorary Doctorate from the National University of Ucayali (Peru). Between 2002 and 2006, he served as Regional Ministerial Secretary of Transport and Telecommunications of the Valparaíso Region, and then served, between 2006 and 2009, as executive secretary of the National Traffic Safety Commission (Conaset) of the Government of Chile. Between November and December 2019, he was a member of the technical committee that reformed chapter XV of the Constitution that enabled the first constituent process that culminated in the exit plebiscite on September 4, 2022. From 2008 to date he has served as a professor of Administrative Law in the Law career of the Central University. Since September 2024 as a full professor. He has been a visiting professor at the National University of Panama, the University of Lleida and the Complutense University of Madrid. Likewise, from 2017 to date, he is director of the Chilean Institute of Administrative Law (ICHDA). On June 5, 2025, he was appointed as a member of the Advisory Commission of the Ministry of the General Secretariat of the Presidency to formulate proposals and improvements for the implementation of Law No. 21,719 that regulates the protection and processing of personal data and creates the Personal Data Protection Agency, a law that will enter into force on December 1, 2026.
